If you want to improve the lighting further, you'll notice that dark places are much darker, and that means that you'll want to work on ways to deal with that. It's lightweight and doesn't change things all that much but is noticeably better. When I do use an ENB, I like this one as it doesn't kill framerate, seems to keep gloomy areas looking gloomy, and isn't annoying to uninstall: I have yet to find a perfect ENB, so I don't tend to use one (they remove post-processing, which makes most of the DLC areas look nothing like intended), but regular lighting mods are great. I'd probably beat the game first to know what it's changing, though. If you want better graphics, lighting mods are typical as well. If you see screenshots of someone else's game and you really like the look of a particular item, then you can find out what mod is the source of the texture, and if you have that mod, you can just look for that texture and overwrite the one that's currently in your game, which is generally going to be from another mod. None the less, they don't look much different. My game wasn't performing great so I uninstalled it in favour of the medium to check for a performance boost, but it didn't really help. I tried the highest one and saw very little difference, if any. So install NMC first and then overwrite it any time you're asked, unless you know better. This game shares most of the same files, so if you do a manual install, visual Fallout 3 mods tend to work without any trouble. Clutter textures for a couple of things I think. There's a lot more you can do, especially if you count some of the stuff from the Fallout 3 Nexus, which I can't remember what but I grabbed some stuff from there a while ago. This is a big change but I really like it: I wrote this a few days ago for someone else, so it's not tailored to you specifically, but ignore whatever doesn't apply to you: It leaves something to be desired at times but overall I prefer it to vanilla and yet it's loyal to vanilla enough that for me it's worth keeping it. I use FCO2 with New Vegas Redesigned 3 (as described in NVR3's instructions). Hall of Face is good for the face textures. I think the easiest thing to do is just to go with texture replacers.
